I'm surprised there was no option for it on the WRKIMGCLG panel.
I did use it, and your suggestion of renaming the files to use the .iso suffix instead of .udf.
The LODIMGCLG command then found only two more files that it didn't like.

I found another way to download them directly to the server (used GotoMeeting to an unused PC at the server site
and downloaded the needed files from there). I also used the HTTP method.
I unzipped them, and now everything loads, verifies, and I was able to Accept License Agreements.

Thanks to everyone for your suggestions. Couldn't have gotten this far without you.
