You did not state what version and  release of I BM i (i5/OS or OS/400) you are running into this issue on?

I recall some years ago, there were problems just like this, and IBM had  to correct those defects with various PTFs ...

Perhaps either you are running an older elease or you are not "current" with the latest CUMe and Group PTF levels for your release?

If you are  on a currently supported  version of the IBM i 7.1  or above,  and have an  IBM software maintenance agreement in place, I suggest you should open  a Support Incident (PMR) with IBM -- provide a small example of DDS and DDL that demonstrates this  problem, and  ask IBM for assistance.  By demonstrating the problem,  you stand  a better  chance  of  getting it accepted as an APAR. (Or you may get "lucky" and there might already  be a PTF for this defect.)

but it's also different than the DDS's version of the dspffd which doesn't
show a default line at all.

Although the two version of the ddl result in different record format
levels, unfortunately neither matches the DDS file.

Does the DDL have a NOT NULL WITH DEFAULT clause? Try taking the WITH
DEFAULT off.
