"Best practice" egads... it will bite you every time. :)
Actually we are doing the reverse of best practice and looking at run
times now for some of the jobs that we are seeing this slow down with,
using info from both pre and post OS upgrade and seeing, in some cases,
incremental changes over time and then a jump after initial upgrade and
then a second jump after our last IPL.

"Best practice" says you're supposed to run and save a little performance
data before the upgrade so you can compare to see exactly where your
performance lies.
I have to admit, I'm pretty lax on that.

We upgraded our OS to 7.3 at the beginning of August and we've seen a
significant slow-down is some of, but not all, of our batch jobs. Just
curious if others ran into this and what, if anything, was found to be the
culprit. We do a lot of journaling, and have been doing so for some time,
but I did come across an old thread on the use of the HA Journal
Performance tool to help speed things up, but still doesn't answer the
question as to why this has occurred after the upgrade.
