I'm not entirely sure what you're asking but if your LAN Console workstation
was signed on to WebEx via a browser and you gave control to the remote
user, the remote user would be able to do whatever is in the realm of the
WebEx.
I'm of the opinion that VNC might be a much better (read faster with more
control) solution.

I use VNC for Windows=>Linux.
I only needed it once. IBM supports Linux for iACS, but they can't do
remote support for it. I had to VNC from Windows into Linux, and IBM
connected up to the Windows PC.
