Are all the cores on the system turned on and licensed? A 10 minute fix to
CPU issues is to license another core. (You might have to adjust the
processor pool and change the partition definition, then re-activate the
partition depending on how that was all set up)

Yes HA performance Journaling is really good as is DB2 Symmetric Processing,
however if the programs are record level access you might not get much for
your investment (as small as it really is)

Unless that box has all 4, 6 ,or 8 cores (depending on the model) already
turned on, there is room for increased CPU. You can do that now, rather
than wait over a year for the IBM i announcements.

First, The machine in question is a Power 8 V7R2

2nd, our main periodic processing jobs are big monolithic RPG programs
that do not easily lend themselves to "parallelization" efforts.
(actually I was told that it can't be done as each such job is
executed by one processor only and splitting such a job into 2-3 sub-jobs
is a splitting headache )

IBM's (and others) investigation into these jobs found them to be
"Processor bound"

Hence, if we want to see a performance gain with the new machine and
remain
in P10 class then a Power9 processor is called for.

And my totally baseless prediction is that 7.1 will not be supported on
it. Think about it. 7.1 hits end of support 4/30/2018 and the above
says
"IBM i versions unavailable until early 2018". At minimum, it would
take
a new TR of 7.1 and IBM says there will be NO new TR's for 7.1.

Sure, IBM skated around this a little for some Power 8 stuff with Resave
S
but no matching TR but don't bet your business on that happening again
