Peter, I've not read all of the responses but yes, this server can be slow.
One thing I have found with it is most folks do not have the work management done well. First move as much workload out of *BASE as possible. (SQL and the like). Next folks tend to starve *BASE of memory but also they have the activity level way to low.
If you can either start to play with the work management or get the sysadmin to look at it. I have a session on work management at COMMONs Annual Meeting week after next and I'll be discussing some of this in that session.
Don't worry about the Start up, that will always be hard starting, it's WAS.

Slow and Sometimes erroneous results.slow.
When it failed, I used OpsNav as a backup.
It always worked, never failed.
IBM is aware of some of the issues, fixes are in the works.
Whenever I have issues, I recycle the ADMIN instance, which is also
