IBM sent me a fix for this issue.
Installed, tested, working.

The BRMS PTF is always a cumulative PTF with all of the BRMS PTFs and enhancements for that version.
There are so many APARs that are fixed by the cume PTF and since many of those are
still needed for previous issues ... the cumulative PTF can not be marked defective .. they
will create a new APAR for this issue and release it with the next BRMS PTF in March.

Here are the instructions for the attached SAVF and installing the module ....
1. Download and unzip the SAVF and then FTP into QGPL on the system as Q1ARRCY.SAVF
2. Rename qbrm/q1arrcy to save a copy
3. Restore q1arrcy to qbrm from the save file:
RSTOBJ OBJ(Q1ARRCY) SAVLIB(QBRM) DEV(*SAVF) OBJTYPE(*PGM) SAVF(QGPL/Q1ARRCY)
3. Try STRMNTBRM command OR could just run STRRCYBRM *REPORT as that was the section of maintenance which had the long running issue.

The SAVF is also on the testcase.boulder.ibm.com
from a browser to to testcase.boulder.ibm.com
and sign on with Userid: anonymous PWD= userprofile
go to the /fromibm then to the /os400 directory
for V7R1 .. download the V7R1Q1ARRCY.SAVF file
there are also modules on the testcase server for V7R2 and V7R3

I applied latest V7R1 CUM and groups this weekend on R&D LPAR.

STRRCYBRM report taking 10 hours, previously 5 minutes.

For V7R1 .. the PTF was SI63590. The PTF causes systems with a large amount of BRMS history in QUSRBRM to take a long time to
generate the recovery report. This is being fixed in the March BRMS PTF. A temporary fix is also available that replaces the recovery
report program module. We can send you an email with a SAVF that has the replacement Q1ARRCY module in it .. or you can download it from the our testcase FTP server.

Let us know what you would like to do ... and we can provide the instructions for installing the fix."

I'm not sure if SI63590 is being marked as defective.
