IDK how high up the food chain your application is. Some of the major ERP
vendors and stuff have come right out and said they just aren't supporting
anything earlier than 7.1. Granted, if your product is a small utility or
some such thing you might have to bend a little.
Then it starts to become an economic one. Do the people on anything
earlier than 6.1 generate enough income for you to have two lpars: One at
7.1 and one at 7.2? If not, then encourage them, and after awhile, forget
them. There is additional cost in two lpars. Thinking mainly of the cost
of maintaining the OS and the operational costs of replicating data and
the increased complexity in operations like distributing stuff between
them.
At some time you will have to ask this same question: Do the people on
6.1 generate enough income for you to have two lpars: One at 7.2 and one
at 7.3?
Customer service is important, but the owner shouldn't have to drag his
kids to the plasma center to generate money to pay his bills.

I get really tired of vendors who rely on customers to say whether or not
their product will work on the newest OS.
They have lost business due to this.
I have switched vendors in the past due to this and I am replacing another
one really soon for not taking advantage of some of the features on 7.3.
That's another economic consideration: Do the people running V2R3
generate enough income that you're willing to forego those running 7.2 and
7.3?
(Ok, maybe just a wee bit sarcasm on that last one...)
