One can always redefine "business logic" to fit your argument.
Is it "business logic" that an order line cannot exist without an order
header? I would think not and this should be in the data.

Now, let's take it to an extreme. Let's say your business logic doesn't
allow you to ship more than what you have on hand. If you move that to
the database one would write the transaction and if it drops on hand to a
negative amount an exception is thrown by a trigger program and your RPG
would simply trap for the exception and pass that on to the UI.
This might be what Dieter is expounding against. Some might agree with
him.
