Notice that the restore is specifically restoring the program objects which causes the catalog to be updated. If you are not saving and restoring the program objects for the stored procedure, then there is a good chance the catalog won't include that object.

greater than mine... It tells me that the program objects should also be in
the data library, which goes against everything I ever learned, but I guess
needs must.
