The program doesn't compile with target release v7r3 or *CURRENT either.

My thought is that we're missing a library in the library list or some obscure piece of something somewhere... or some compile option that changed between v7r1 and v7r3 (although we read through the Memos to Users). ):

Other thoughts, without specific idea:

Did you try to compile a single ILE RPG, not an SQL one, a non-ILE RPG ?
Something strange in the joblog of the compile job ?
What is the product library related to CRTSQLRPGI and CRTBNDRPG commands ?
