If you use:

WRKACTJOB JOB(ADMIN)

Do option 5 on the first job listed. Then view the job log. You should
see something like this:

CALL PGM(QHTTPSVR/QZHBMAIN) PARM('-S' 'ADMIN' '-AdmDftPort' '2001' '-AdmDf
tSecPort' '2010' '-uiMin' '10' '-uiMax' '40' '-cEAMap' '*CCSID' '-cAEMap'
'*CCSID' '-uiCCSID' '819' '-apache' '-d' '/QIBM/UserData/HTTPA/admin' '-f'
'/QIBM/ProdData/HTTPA/admin/conf/admin-ibm.conf' '-AutoStartY' '-c' 'List

This tells you the conf file the ADMIN instance is using..
/QIBM/ProdData... not /QIBM/UserData.... The parameter that does have
/QIBM/UserData I believe is just for the base path for everything, but the
conf file is specifically defined as /QIBM/ProdData....

That sounds like the issue. I've added ports 2001 and 2010 to WRKLNK
("/QIBM/UserData/HTTPA/admin/conf/admin-cust.conf"). I'll be able to see
if It works when the system IPLs this weekend and will let everyone know
