HTTPSVR(*ADMIN) MSGSOCK007 - Could not connect (connection refused: connect)"

We have the HTTP server running and we have setup the System Configuration via
Access Client Solutions. We are at wits-end as to the resolution to this. If
anyone has come across this problem and found the solution we would greatly
appreciate sharing it with us.
