Based on your description of not containing control characters you only have a couple of options.
1) import it into an Excel spread sheet and print to PDF (without formatting, or formatting within Excel somewhat)
2) create a program (RPG or your choice) to read the text file and based on header info or other "data" add blank lines where desired
3) open it into Notepad (or other text reader) and just print to PDF
I would create a program for a one time, but that might be difficult for multiples unless your headers have a unique feature to key off to get the spacing.

I have several TXT files in an IFS directory that I need to convert to PDF.
The original source for the TXT file data are "old" spool files that no longer exist on the system.
The TXT files do not contain the printer control characters.
This is not a one time event, the conversion will have occur "real time" on this files until I have developed a method to replace the TXT file with a PDF file in our application programs.
Does anyone have suggestions on how to accomplish this?
