Rob is saying that DEVELOP.DOMAIN.COM refers to your IBM i - which IP address did you specify explicitly?
There are a couple settings when you run CFGTCP - one sets the domain, the other the host name of your IBM i. Then there is an option to set things in your local IBM i host table, right? He is saying you need an entry there (or in your local DNS server) for the combination of your IBM i host name and its domain.

Maybe, just maybe, nfs is appending the domain from CFGTCP, 12 on to your
host name if you don't specify one? And maybe that's not in your hosts
file?
Once again, I tend to believe that host files are the tools of the devil.
Maybe NFS doesn't support host files? That would be a little weird, but
it would give me a nice sadistic grin.
