Why do they show two? Let me tell you why...
Some of us load them on to be applied at the next IPL. If we open a
ticket before then IBM doesn't care about those. They want to know what
you have on now. So, when I do WRKPTFGRP I see:

SF99759 6 Related group
SF99747 12 Apply at next IPL
SF99747 13 Apply at next IPL
...

As you can see by this last one (747) both are delayed so we still cannot
see what the current one is.

There are options in WRKPTFGRP, like
WRKPTFGRP PTFGRPLVL(*INSTALLED)
Even that one gets a little confused when they are both delayed so you
will see
