One of the problems is that a simple ping or a query to google does not the
internet make. The example is pretty obvious. If one of six IPs is having
trouble AND you have no way of testing each one you won't know what is
failing. Ideally you would have a panel where you have DNS status, IP
status of each of the IPs you care about and the routing between. you might
have spotty returns and that also has to be notified "50% packet loss to
X.X.X.X" is pretty important when that IP is your CC processor...
The reverse is also true. Having a few VPS in different geo locations
testing your own service can help you see if anyone is having trouble
reaching your site. It's not enough that the machine or service is UP, it's
also important that anyone can reach it.
It's a pretty interesting problem to solve.

Curbstone uses a URL, which rotates to any one of 6 ips, spread across
the US.
When the IP was used that was in the Level3 outage area is when we
noticed intermittent failures.
