What about using GETURI or HTTPAPI to make a simple request to google.com,
yahoo.com, etc. check the HTTP status code upon return, or monitor for
failures.

If you run web servers on your system, you could check from the outside in
using something like uptime robot (which is free for a few systems).

Curbstone uses a URL, which rotates to any one of 6 ips, spread across
the US.
When the IP was used that was in the Level3 outage area is when we
noticed intermittent failures.
