To add what has already been said...
We use it only because our primary vendor software uses it (actually they
embedded another software piece DTM, which was a replacement for
Officevision.
It's in the plan to upgrade but it's complicated when you write many
thousands of docs per month and you have to keep them "forever" (not just
offline storage, but easily retrieved and reference (insurance)). We have
many more than can fit in a single ASP, so many ASPs.
Even though IBM may not like adding the support into each future release, I
think they realize some large clients still need the support.
Small shops might have a couple apps writing docs. We may have 100 or more.
We've moved all file import and exports out of QDLS long ago, but left with
the "word-like" docs.
It is what happens when you are a fairly early adopter (in the 90's)
customize so much it's hard to upgrade, so you sit on older versions of
packaged software, and write all kinds of stuff around it...
