Unfortunate sentence break in there. Let's join these two back together
If PTF 5770999-MF99008 is not Permanently applied,
nor superseded by a Permanently applied PTF,
The key words being "Permanently applied"
PTF
ID Status
MF99011 Save file only
MF99010 Permanently applied
MF99009 Permanently applied
MF99008 Permanently applied
MF99007 Permanently applied
...
Something very odd on your system. Figuring it is a 7.1 lpar, and I
looked at one of our remaining 7.1 lpars, and I see:
Product ID/PTF ID . . . . . . . . . . : 5770999 MF99008
Release . . . . . . . . . . . . . . . : V7R1M0
On order . . . . . . . . . . . . . . . : No
PTF save file . . . . . . . . . . . . : Yes
PTF status . . . . . . . . . . . . . . : Permanently applied
Latest superseding PTF . . . . . . . . : MF99011
Status date/time . . . . . . . . . . . : 03/15/14 14:02:16
...
You seem to be missing the line
PTF status . . . . . . . . . . . . . . : Permanently applied
Odd. I wonder if they changed this behavior with some PTF yet to be
applied on your system?
Do you have this SQL service yet?
SELECT PTF_IDENTIFIER, PTF_LOADED_STATUS
FROM qsys2.ptf_info
WHERE PTF_IDENTIFIER ='MF99008'
....+....1....+....2....+....3....+
PTF_IDENTIFIER PTF_LOADED_STATUS
MF99008 PERMANENTLY APPLIED
******** End of data ********

Preparing to load cume and groups V7R1 after not updating this system in a

Very large cover letter for MF99010

Permanently applied PTF, there may not be enough reserved loadsource
storage available to install PTF 5770999-MF99010. To prevent the PTF
install from failing with CPF362C (Insufficient storage for Licensed
Internal Code fix), ....
Is MF99008 on our system if all I see is "superseded by MF99010" , but
MF99010 is not loaded, except Cover Letter.
