I really doubt that the flight recorder would ever be needed on a restore.

IBM went hog wild in 7.2 to change a lot of attributes on files to no
longer save them.
CPD37C3 - Cannot save... The ALWSAV attribute on... was set to *NO
preventing the object from being saved.

CPFA09E, CPD384E pairs you'd get anyway. These don't even get saved with
save-while-active.
