Resolved.

Opened a PMR and IBM couldn't figure it out either. The bizarre part was
no error, nothing recorded in any joblog, yet it would not start. So IBM
had me set up a system monitor and try to start it. Got an error stating
"there are no endpoint systems in the Dilgard group." Eureka!

When adding systems to the monitor I was selecting a group called Dilgard
which has no systems in it. I don't even know why I have a group set up
since we only have a single lpar system. Changed the monitor by selecting
an endpoint system and it worked.

The IBM support person was miffed that it would issue that error message
when trying to start a /System/ monitor, but not issue an error when trying
to start a /Message/ monitor.
