PACE is not installed as a default, you have to pick it.

5733-SC1 is not even on the normal install list, you have to add it to the
list (it's on the media, just not on the install list)

5770-TS1 (both bits) are in the list of LPPs to install but you have to
choose it.

The only things that are installed by default are QGPL, QUSRSYS, IBM I, and
Extended Base Support. You have to select everything else.

You'd be amazed by what is not installed by default. I'm not sure TCP
(5770-TC1) even is. Although I think PASE and qsHell might be.

What possible reasons?
1 - Those the decry "Bloatware! Bloatware!"
2 - Those that prefer the "cones of silence" over what they perceive as a
huge security breach: the ability to use TCP/IP.

No, but I have mentioned it to my manager, with the hope that it will
be installed soon. But I'm not holding my breath. :(

I would not have any objection to it. Actually, I am kind of dismayed
that it's not already installed by default. Even when IBM "gives
something away" they don't really give it away (we still have to jump
through hoops). Really, what does IBM gain from NOT shipping it
installed?
