I think the problem is the TOCCSID(*CALC). You are writing to /QNTC which is a Windows-networking file system. Windows doesn't have CCSIDs, so I don't know how this is expected to work?

Though, I may not be understanding everything here, since you mention QDLS in your subject line, but you aren't using QDLS anywhere in the command...
