I like PRTG from Paessler AG for this. It also graphs and charts etc. Will email notifications on outages, restorals, over limits, etc.

It can get pretty detailed like actually going to a URL and verify that it can get a file.

It can verify access to FTP, Telnet, SSH, SMTP and a lot more.

Powerful stuff.
