If you are using a CL pgm, you can attempt to create the target directory
and monitor if it is not there, that way your Replace should always work.

That's what I would expect, seeing as the command specifies to copy the
directory /TEST into /TESTCOPY/.

I _think_ you want:

CPY OBJ('/TEST/*') TODIR('/TESTCOPY/') SUBTREE(*ALL) REPLACE(*YES)
