That's what I would expect, seeing as the command specifies to copy
the directory /TEST into /TESTCOPY/.

I _think_ you want:

CPY OBJ('/TEST/*') TODIR('/TESTCOPY/') SUBTREE(*ALL) REPLACE(*YES)
