SNDPTFORD SF99711 went from 5 to 10 minutes to 4 to 5 hours.
Problem was noticed on 12/2, after applying latest CUM 14283, TR9, all latest groups, plus some additional PTFs on 11/18.

After weeks of frustration, I requested a duty manager on this PMR, got to team lead.

Turns out CHKPTF , default of *NO has been broken for a long time (years) and was fixed by PTF SI53598, which was on cumulative 14283 and has been superseded by SI54634, also on the same cumulative.
This also resolved the issue with unneeded secondary languages PTFs being downloaded.
From now on SNDPTFORD CHKPTF *YES.

Development is still researching some backend end issues/changes.
