If you download i 7.1 from ESS Today you will get the correct LIC level which will include TR9. It is imperative that the LIC you install from has at least TR8 or it will not boot up on the POWER8 server.

You will still want to do additional PTFs of course but you will have TR9 in the LIC and the base O/S disks.

If you have a version of i 7.1 that you downloaded "some time ago" it's very likely that will not work on your POWER8 server.
