V7R1 in new partition on POWER8

Hi,

I wish to load V7R1 into a new partition on my new POWER8 machine. TR8 or
above is required for V7R1 on POWER8 so if I download V7R1 now from the ESS
website does this include latest TR9?

maybe I have to install TR9 on an existing V7R1 partition and create an
installation tape?

or maybe I can just simply install the SLIC, OS, LPP's etc...then install
TR9 in the new partition?

I'm looking for some guidance please as this seems to be a chicken and egg
scenario.
