We used PHP on IBM i to get new found access to our document management
system which had stored .PDF's and .TIF's. Image Magick and ZendServer was
our solution.

You have probably already thought as far outside the box as I have but
both node.js and Ruby have PDF merging capabilities (gems and plugins).
The devil would be in the details but with PowerRuby and Node being
available more "natively", they might be options if your target
deployment is to more recent versions of the OS.
