Now it's clearer. I would:

a) apply all the PTFs in 5770999 and 5440SS1 permanently.
Many won't apply *PERM, that's OK

b) Re-run your PTF application with the IPL. I suggest you take the
system to a restricted state FIRST to allow any PTF processing with specific
procedures to run without a problem.

You might have to do this more than once to clear everything.

IBM i will figure it out and fix things if you give it a chance to.

I just wanted to clarify that the cut and paste I did to show PTF status was
only a small representation of the 100+ screens worth The 80+ "Not applied"
PTF's are for many different products not primarily DG1

I didn't explicitly put the system in a restricted state, I thought the
Apply process did that for me, Correct or not?
Restricted state should have ended HTTP Servers

Would ordering and loading the latest cume PTF be a better route then trying
to find the reason 80+ PTS are not applied?

Well, "OK" is not a good way to put it. The system is still stable and
running but you have some PTFs that need to still be applied. "not applied"
is a status that needs to be corrected. My guess is since the PTFs were in
DG1 primarily that they could not apply while the HTTP servers were active.
A second guess is you have a missing PTF or two.

Look at each of the PTFs that did not apply and see if there are special
instructions or if there are Co-Req and/or Pre-Req PTFs. Sometimes there
are missing PTFs. Correct those and you should be back to where all the
groups are applied properly.

You might be able to do an apply delayed then IPL to get everything.
