In many places, a week can be an hour +/- than any other; i.e. weeks vary too, and thus *not* always consistent. The /rounding error/ for a varying length of a year in days is less than the /rounding error/ for the varying length of a week in hours. I expect there are very few businesses operating over those varying periods, that would care enough to attempt to distinguish the differences.
