Rob,
I don't disagree with your thought but consider this. Those tape libraries
are built to attach to about anything that will take a fibre or SAS card
with a driver, in short most any computer manufacturer. Each one of those
OS and Machine combinations are going to have their own web service they
construct (assuming they do it at all). Moreover, there are how many tape
management systems out there? Each one of those would have its own web
service as well.
So how is the tape library going to know what web service to use at any
given time? It may actually be connected to 6 different machine/OS
combinations via a Fibre channel. Now what?
Practically, that's just not going to get done in today's world of
acquisition cost being the prime motivator to a purchase such as a tape
library.

Think outside the box. If the tape device is a media library why not
consume a webservice? Sure there are hurdles to overcome, like just
determining the host name from the device name, user id and password, etc.
However, it's not like we're trying to create chips with 9 nanometer carbon
threads.
