I have not tried it but I'll be you have to change the service table entry.

Anyone know if you can specify the SSH port on the INSTANCE parameter of the
STRTCPSVR command?
I've tried the following with no luck ...
STRTCPSVR SERVER(*SSHD) INSTANCE(*N 'Port 2022')
STRTCPSVR SERVER(*SSHD) INSTANCE(*N '-p 2022')
Or do I have to edit the sshd_config file?
