How long does one of your IPL's take?
Do you have any history from a previous IPL with PTF apply?
Power 7 with SSD or without SSD was 20 to 30 minutes.
That was with all PTFs set to apply at next IPL.

The instructions for the latest cume PTF package for i 7.1 (level 14143) says it takes 3-5 hours. Wow. I realize it will vary by hardware, but is that accurate?
System i 520, will be loading from *SERVICE.
