It just happens to be documented, for some reason, under a different APAR # - SE54794

The PTF for V7R1 is SI49874, which seems to have been released 2014/04/17 and is not also not yet in a cumulative PTF package.
PTF SI50072 for V6R1 was released 2013/06/04.

FYI - found a solution to this.
The system was an IBM i Guest Partition running V6R1 (Host partition on V7R1).
I found PTF SI50072, not included in any cumulative PTF package, that described this exact situation, inability to delete a damaged logical file.
After installing I was able to delete the damaged logical.
