Wow, I think I hit a few nails on the head. Vendor issues, etc.

I don't know whether to hope this is the reason:

And reiterate to forego the step upgrade and go with the migration (and
get to even newer hardware) in this case, or to say yay for going ahead
with the step migration to find out that the reason they're stopping at
6.1 is because one of their vendors STILL hasn't migrated from 6.1 to 7.1.
Hmmm, sounds like something I'd like to find out, and beat into
submission. I hope to Christ that it's not because 6.1 has been out for 5
years and that implies more stability while 7.1 has only been out for over
3 years and that implies instability.
