There are a few problems with this approach:

RTVSYSVAL SYSVAL(QUSRLIBL) returns an "array" of 25 elements of 10 characters each, with NO intervening spaces, so if any of the library names are 10 characters long, they will run "up against" the next entry, and this will not be valid in a CHGLIBL command.

Hence, you will need to create two variables such as:

DCL VAR(&CMD) TYPE(*CHAR) LEN(300) VALUE('CHGLIBL LIBL(')
DCL VAR(&CMDLEN) TYPE(*DEC) LEN(15 5) VALUE(300)

Then, loop through the array in &USRLIBL extracting the library names, as follows:
