Many years ago I ran across the same problem, and it happens, I believe,
due to the way the list parameters work in CL. It is not the same as a long
string. What I did (and I had to dig some old source here, not longer in
production), was something like this:

dcl &libl *char 300 value('chglibl libl(')

chgvar &libl (&libl *bcat &liblist)
chgvar &libl (&libl *bcat ')')
call qcmdexc parm(&libl 300)
