Excluding libraries from *ALLUSR is easy, but it can also cause issues if you are not careful. The quickest option is to use backup policy omits from *ALLUSR but that will affect any control group that references *ALLUSR. While that might be the intended result, I would guess that if someone does a BRMS full system save they want every library that belongs to *ALLUSR without having to worry with explicitly configuring the omitted libraries. The other option is to use BRMS Client Omits which can only be configured in iSeries Navigator. These are much more flexible and only affect the control group said omit definition belongs too. Word of caution.....if you activate BRMS Client Omits for a control group it will cause the control group logic to bypass any backup policy omits for items in that control group (if applicable). In other words, for a single control group you can do OMITS with option 1 or option2, but not both IIRC. I would recommend the Client Omit option based on your description.
