Try right click, choose "Run as administrator". This is required even if you are logged in as administrator depending on how you have UAC enabled.

Ironically the only article I found on the web,

has "Tommy Holden" offering in response to that same error:

And an additional comment by "J Taylor" following the one above, suggesting that "On Win7, I've found that 64 bit clients require both the 32 & 64 bit MS patches." So perhaps the same on Win8?
The IBM link is an "IBM i Access"->Windows->"Service Packs" link, with the top bullet in red... which may or may not be to what the reference was made, but suggests the "both 32 and 64 bit executables on a 64 bit PC" are required to be applied from the given MS link:
