I just tested on some of my systems. I don't think you're experiencing a Win2008 specific issue, unless you have firewall rules in place preventing the connection.
On one system, I could not get it to work at all, even after specifying QUOT PASV which returned something stating it was going to use passive mode. On the other, it worked just fine. Both of mine are local. If you are remote, your problem is most likely firewall related, though not necessarily on the Windows machine.
I believe mine that failed is due to security related software installed in Windows.
