I wrote a CL program a couple of years ago that selectively monitored
interactive jobs - I used one of the JOB APIs to retrieve the CPU
(milli-)seconds used by the job. Every fifteen minutes I'd check to see if
the value had remained the same, i.e. Inactive, then if this condition/that
condition ... EndJob,Vary-off/on the display device.

called Inactive Session Monitor (ISM) that allows you to specify user-level
inactivity time limits, among other features.
