I'm confused now - I was on the IBM i fix central looking at group ptfs - the highest level for i5/OS that I saw for WAS 7 was 7 - so is there a different group ptf for WAS?

7.1 of the os, not 6.1.

7.1 (the current one) supports level 23. 6.1 isn't that far along yet.
Move to 7.1.
