Here's another thought. Are you IPLing after your full system save?
Because what may be happening is this:

Unload device at vary off . . . . : *YES
That one bit us a lot! This is really sounding like what is getting you.
I'm hoping that one does it, I may be opinionated and tough to explain it
to but I hope this helps.
