Personally I would use an empty file with the correct definitions. You might want to play with the authority and/or max records etc. to ensure it can never actually be used.

Can you not just use the same OVR prior to compiling? Since you say they are "OLD" I'm assuming you have no converted them to RPG IV. If by some chance you have then you can use the H-spec EXTFILE/EXTDESC keywords to ensure you always use the same file.
