Maybe an odd question but since the PC can reach your i is it possible the CA license limit has been reached?

Besides Telnet's 23, there are a couple of IP ports involved when using iSeries access, like login verification (8476) and License Management (8470). Check this IBM doc (sorry for the wonderful IBM long URL...):
