I think the problem is your RMTPRTQ parameter on the CRTOUTQ.

Most HP printers expect 'raw' or 'text'. Refer to the IBM SupportLine KB article.

The remote outq is trying to send the spool file to the printer, evidenced by the SND status.
The printer just never acknowledges receiving the spool file so the spool writer never removes it from the outq.
It remains in the SND status.
