Juggersoft can do it, but it is /not/ free.
One of my clients in Chicago used the services provided by Source Retrieval
(which I understand was bought by Juggersoft) successfully to retrieve the
source code for display and printer files, along with the associated RPG/400
programs, back in 2000.
